How do Operation Departments prepare for outage?

This question is being asked due to our (PROS) efforts lately to change some definitions in the new Fatigue Rule Regulations? I know that at Sequoyah our Ops department start with our "supercrews" the week before the outage actually starts. This outage we are scheduled to have Just-In-Time Training (JITT) for the shutdown and various activities for the outage crews. We have something that is called Real-Time JITT. This is a minute-to-minute of the shutdown night and early the next day until we get to Mode 5. Just like what will happen in the plant. Also, we go over some failure or milestones during an outage to practice during the training (i.e. draining to midloop, reactor startup, etc.). This outage the training is scheduled for three days the week prior to the outage. Plus we have JITT for AUOs about Radcon stuff and clearance items. My questions that I would like answer are:

Is this a standard for the rest of the plants in the industry?

What does your site do for training (JITT) prior to an Outage?

How long before an outage does your "supercrews" (if you have them start)?

This is being asked to help our stance that PROS is proposing to NRC about Fatigue Rule Regulations. Please respond.

Thanks,

Casey Pfeiffer (Region II President)
